From the New Jersey Division of Fish and Wildlife:

Winners in the 17th Annual Governor's Surf Fishing Tournament, held this past Sunday (Oct. 5) at Island Beach State Park in Ocean County, have been announced by the NJ DEP Division of Fish and Wildlife. Fourteen anglers received awards for prize-winning fish with Richard Abdill of Delran winning the Governor's Trophy with a 21-inch summer flounder (fluke).
