From the New Jersey Division of Fish and Wildlife:
The seconnd week of fall stocking will occur on Wednesday, October 31, and Thursday, November 1. The stocking of these trout was delayed until this week because of unseasonably warm temperatures which led to concerns that the large fish, reared in 52°F water at the Pequest Trout Hatchery, would have difficulty adjusting to a large, sudden increase in temperature when stocked.
The water temperatures in the Central and Couth Jersey lakes and ponds scheduled for stocking were checked again October 29. These temperatures were now in the low 60s and suitable for trout stocking. Fortunately the hatchery was able to hold these 3,290 trout several additional weeks without compromising the production cycle. At last, anglers will have the chance to fish for these big trout, which are now a bit bigger due to their extended stay at the hatchery.
